Saudi customs, ZATCA and SABER

ZATCA (Zakat, Tax and Customs Authority) collects duty and VAT at the border. Standard duty is 5 percent on CIF, VAT is 15 percent on CIF plus duty. Importers need a valid Saudi commercial registration and a ZATCA importer profile.

Almost every regulated category requires SABER conformity: a Product Certificate of Conformity (PCoC) valid for one year per product, plus a Shipment Certificate of Conformity (SCoC) per consignment. Electronics also need IECEE CB certificates, low-voltage products need SASO 2902, and energy-using appliances need SASO energy efficiency labels. Food products require SFDA registration of the manufacturer and halal certification for animal-derived items.

DDP example: 8 CBM, 1,200 kg, general goods to Riyadh

Indicative breakdown, sea LCL via Dammam to a Riyadh warehouse, declared CIF value $15,000:

Cost line Amount
Sea LCL freight (8 CBM x $50)$400
Origin handling, docs, export customs$140
SABER PCoC + SCoC$350
Destination handling Dammam$220
KSA duty (5% of CIF $15,000)$750
KSA VAT (15% of CIF + duty)$2,362

All figures are indicative within roughly 20 percent. The 15 percent VAT is the largest line and is recoverable for VAT-registered importers. Request a written quote for exact numbers.

Frequently asked questions

Frequently asked questions

How long does shipping from China to Saudi Arabia take? +
Sea transit is 25 to 35 days port-to-port to Jeddah and 28 to 35 days to Dammam. Air freight to RUH or JED is 5 to 8 days standard, 3 to 5 days express. Add 5 to 10 days for SABER and customs clearance.
What is SABER and do I need it? +
SABER is the Saudi conformity platform run by SASO. Almost all regulated products require a Product Certificate of Conformity (PCoC) and a Shipment Certificate of Conformity (SCoC) issued through SABER before clearance. We arrange this with approved certification bodies.
How much is duty and VAT in Saudi Arabia? +
Standard customs duty is 5 percent on most goods, with higher rates on protected categories such as cement, dairy and some textiles. VAT is 15 percent applied on CIF plus duty.
Which port is better, Jeddah or Dammam? +
Jeddah on the Red Sea is closer to South China sailings and serves the western region. Dammam on the Gulf serves the Eastern Province and connects easily to Bahrain, Kuwait and Qatar by road. Choose based on your final delivery point.
Do food products need halal certification? +
Yes. Meat, poultry and any product containing animal derivatives must carry halal certification from a SFDA-recognised body in China. Processed food also requires SFDA registration of the manufacturer.
