Kenya's 2026 Consolidated Cargo Rules: the KES 2 Million Container Minimum, ACD and the 15 October Re-registration

What changed for small traders who import from China through consolidators in Kenya in August to October 2026: the minimum yield per container, the Advance Cargo Declaration, consolidator re-registration with KRA, the list of excluded goods and what to check before you ship.

Published October 10, 2026 · Updated October 10, 2026

TL;DR

  • Kenya has a legal simplified route for small traders: a licensed consolidator clears a shared 40-foot container of general goods, and KRA charges taxes on value but not less than a minimum yield per container.
  • That minimum changed three times in six weeks: KES 2.5 million, then KES 3.2 million from 20 to 21 August 2026, then KES 2.0 million after the President’s agreement with traders on 2 September 2026.
  • Every consolidator had to re-register with KRA by 15 October 2026 and hand over the list of traders whose goods it carries. A list of goods excluded from consolidation is still to be published.
  • The Advance Cargo Declaration, mandatory for containers since 3 August 2026, was dropped for consolidators by the same communique. A formal KRA notice had not appeared by early October.
  • Practical advice: use only a consolidator that has re-registered, keep your own invoice and packing list, and do not put phones or laptops into a shared container without asking first. Rules as checked on 6 October 2026.

How consolidation works in Kenya

Most small traders at Kamukunji, Gikomba, Nyamakima, Eastleigh and the Nairobi CBD import from China through consolidators. A trader’s share of a container is typically KES 50,000 to 200,000 of goods. The consolidator, licensed by the Kenya Maritime Authority and approved by KRA and KEBS, declares the container as one consignment, and the trader does not need an import file of their own.

KRA calculates taxes on the declared value and classification of the goods, but never less than a minimum yield per container. The minimum is a floor, not a tax: if the real taxes are higher, the higher amount applies, and the consolidator can ask for a physical examination and valuation instead.

Why KRA is tightening

KRA said in August 2026 that consolidation was being abused: undervalued and under-counted goods, wrong descriptions and classifications, and expensive items hidden among cheap ones, such as a high-end smartphone declared as a cheap model. Business Daily reported that KES 629 billion of China’s 2025 exports to Kenya did not appear in KRA’s import data. The certificate of origin rule of July 2025 and the export declaration rule of September 2026 both give KRA a second source for value and origin.

What small traders should do now

  1. Ask your consolidator for proof of re-registration. After 15 October 2026 a consolidator that has not re-registered with KRA is a risk to every trader in its container.
  2. Keep your own documents. Ask your supplier for an invoice and packing list with the real value, even though the consolidator files the declaration. The consolidator’s list of traders now goes to KRA.
  3. Check high-value goods first. Phones, laptops and excisable goods are the most likely candidates for the exclusion list. Until it is published, ask before you put them in a shared container.
  4. Expect price changes. The minimum per container feeds straight into consolidators’ prices per cubic metre, and it has moved three times since August.
  5. Leave time for deconsolidation. Consolidated containers are unpacked at deconsolidation centres such as Bomaline in Nairobi before goods are handed over.

Frequently asked questions

What is the KRA minimum for a consolidated container in 2026? +
For a 40-foot consolidated container of general goods, KRA collects taxes based on value and classification but not less than a minimum yield. The minimum was KES 2.5 million, rose to KES 3.2 million on 20 to 21 August 2026, and was set at KES 2.0 million under the agreement announced by the President on 2 September 2026. Separate rates for clothing, footwear, fabrics and air consolidation were not changed and have not been published.
Do consolidators in Kenya have to re-register? +
Yes. Under the President's communique of 2 September 2026, all consolidators had to be vetted and re-registered with KRA by 15 October 2026 and submit full lists of the traders and importers whose goods they carry.
Is the Advance Cargo Declaration required for consolidated cargo? +
KRA made an ACD code mandatory for every container shipped to Kenya from 3 August 2026. The communique of 2 September 2026 said the requirement would be dropped for consolidators; as of early October 2026 we had not found a formal KRA notice confirming that exemption.
Which goods can no longer be consolidated in Kenya? +
KRA is to publish a list of goods excluded from consolidation, expected to cover high-value and excisable items. The list had not been published when we checked on 6 October 2026.
